The Tryker Constitution

Following the Fairhaven Peace Treaty, signed in 2515, the Tryker Constution was established to strengthen the Trykerfolk in their right for freedom and autonomous administration.
The following is the entire text of the Tryker constitution.

On Sovereignty

Article 1

The name of the Tryker state shall always be "New Trykoth".

Article 2

The state "New Trykoth" shall always be a federal state.

Article 3

The territory on which the state "New Trykoth" is based shall always be called "Aeden Aqueous".

Article 4

The state emblem shall be a ten branched circle. Nine branches represent the people. The tenth branch represents the governor.

Article 5

The national anthem shall be "Light of Glory".

Article 6

The motto shall be "Glory to the People" and "Freedom Equality Sharing".

Article 7

All Trykers are born free.

Article 8

The Governor shall guarantee a federal form of government for the people of "New Trykoth"

Article 9

9.1 The Governor is always head of the state "New Trykoth".

9.2 The Governor has the right to veto decisions of the High Council and the National Assembly upon valid reason.

Article 10

10.1 The Gouvernor must be Tryker born.

10.2 No Homin shall be Governor who has not been citizen of "New Trykoth" since "The Exodus".

10.3 Tryker who wish to become Governor are required to be either a member of the current "High Council" or the current National Assembly.

Article 11

11.1 Every Tryker born shall be allowed to take part in the elections for the Governor.

11.2 Every Tryker citizen with atleast two Jena years of citizenship shall be allowed to take part in the election for the Governor.

11.3 Everyone who wishes to vote in the election for the new Governor has to show a minimum of experience in his or her education [level 50].

Article 12

The Governor shall fulfill his duty for lifetime, until he or she decides to retire or until he or she is divested by the National Assembly.

Article 13

Before taking up the office as Governor he or she shall take the oath of loyalty to the nation and swear to preserve, protect and defend the Constitution.

Article 14

If a Governor cannot fulfill his mandate, the deputy governy shall replace him for a maximum of one Jena year or until new elections take place.

The Deputy Governor

Article 15

The current Governor shall appoint the Deputy Governor.

Article 16

16.1 Acts of the Deputy Governor shall be controlled by the Governor in the political conduct of the Nation.

16.2 If an action from the "Deputy Governor" is rejected by the National Assembly, the Governor can exceptionally agree with it anyway and pass the decision of the Deputy Governor.

Article 17

The Deputy Governor is head of the High Council.

The High Council

Article 18

18.1 The High Council shall be composed of eleven ministers.

18.2 Every minister is associated with one of the regions or one of the towns (except the Deputy Governor): Fairhaven, Crystabell, Windermeer, Avendale, Liberty Lake, Dew Drops, Winds of Muse, Resting Water, Fount, Bounty Beaches, Enchanted Isle, Lagoons of Loria.

Article 19

19.1 The members of the High Council are appointed by the current Governor.

19.2 A new High Council hast to be appointed by the new Governor when the office of Governor changes.

Article 20

The High Council can be dismissed by the Governor at any time.

National Assembly

Article 21

The National Assembly represents the People of New Trykoth

Article 22

There shall be 22 seats in the National Assembly

Article 23

23.1 The National Assembly shall be elected by every Tryker born and every Tryker citizen with at least two Jena years of citizenship.

23.2 Tryker citizens and Tryker born people must show a minimum of experience [level 50] in their education to be allowed to take part in the election for the national Assembly.

23.3 The National Assembly shall be re-elected within one Jena year of a new governor taking office.

23.4 The National Assembly shall be elected every time after the elections for a new Governor took place.

23.5 The National Assembly shall be re-elected every 15 Jena years.

Article 24

24.1 Candidates for the National Assembly require to have been citizens of New Trykoth for at least sic Jena years.

24.2 Candidates for the National Assembly have to be approved by the "election committee".

24.3 The "election committee" shall be composed of the sages and intendants of each Tryker town.

24.4 Tryker citizens and Tryker born people must show a minimum of experience [level 50] in their education to be allowed to be a candidate for the National Assembly.

Article 25

25.1 The National Assembly can divest the current Governor if at least 17 of its 22 members vote to do so.

25.2 Should the Governor be divested of his power, the current "Deputy Governor" will take over his duties, until the next election takes place.

25.3 Should the Governor be divested of his power, new elections for the National Assembly will be called as well.

Article 26

The National Assembly can be dismissed by the Governor upon valid reason.

Inner and outer politics

Article 27

The Governor determines the poloitical conduct of the Nation

Article 28

28.1 The Governor shall appoint ambassadors to represent the states interests in foreign lands.

28.2 Treaties and international agreements can be negotiated by the Ambassadors, but must be countersigned by teh Governor himself.

28.3 The Governor shall represent the people during summits and meetings with foreign nations or send an ambassador in his place.

Article 29

29.1 The Governor, after obtaining agreements from the National Assembly and the High Council shall have the power to declare war on parties acting against the interests of the state.

29.2 The Governor shall have the right to raise and support armies in collaboration with the High Council limited to a period of two Jena years.

29.3 Thereon a new motion for the continuation of war must be passed before the High Council and the Assembly.

29.4 The war effort shall be financed through special and exceptional taxes imposed on the citizens for their own good.

Article 30

No Tryker region shall enter into any alliance with another foreign power without first obtaining authorization from the Governor.

Article 31

The Governor can delegate certain powers to ministers, like education, defence, trade, etc.

Article 32

The High Council shall constitute committees and commissions charged with the administration and negotiation of internal commercial exchanges and committees to promote progress of technology and magic arts.

Laws

Article 33

The National Assembly has to be consulted before new laws are passed and signed.

Article 34

34.1 Every project of law shall be passed by the majority of the High Council and the Governor, the submitted and passed by the majority of the assembly before it may become law.

34.2 If the majority of the assembly gather to propose a new law, the High Council has to examine it and submit it to the Governor.
